In reference to your letter No. 1525/1912, I
am directed by His Excellency the Governor to request you to be good enough to furnish me, for facility of study of the subject, copies of any Laws which regulate the Opium Trade in Hongkong.
I also request to be informed whether the
quantity of 900 chests per annum, the importation of which is allowed to the Concessionaire of Opium in Hongkong, comprises opium destined for boiling for local consumption and opium destin- -ed for boiling for exportation: whether these two quantities are
separately fixed: and whether the said limit of 900 chests is
stipulated by some contract or regulation, or is it determined
from time to time by the Colonial Authorities.
